AI software delivery for your whole organization

# Governance from first principles.

**Agents build it. Your people approve it. Arkoria proves it.** A coding assistant makes one person faster. Arkoria gets the whole organization delivering. Restart the roadmap you shelved, without an expensive vendor or a bigger team.

[Scope a pilot](https://arkoria.ai/contact) [See how it works](https://arkoria.ai/platform)

- **per approved story** — $60–$85
- **for bug stories** — $0
- **fixed-price pilot, 4 weeks** — $3,500

**01 · Origin** A plan a person approved

**02 · Clearance** Tests first, independent review

**03 · Descent proof** The commit landed on main

**Lineage · STORY-1042** append-only

1. origin spec approved human consent
2. clearance plan reviewed · 0 critical independent
3. clearance criteria 3/3 verified observed
4. review 0 critical · 2 minor independent
5. descent a3f9c1e is ancestor of main observed

Not another coding agent: the governance your organization puts around a fleet of them

- Claude Code
- OpenAI Codex Coming soon

Work is split into stories, small pieces that a person approves before any code is written. Each one is tested against criteria your people signed off on, checked by an independent reviewer, and closed only once the commit is confirmed in your codebase.

## The real bottleneck: A faster developer doesn't make a faster company.

Go back to first principles and writing code was never the slow part. The slow part is everything that makes software safe to own and change.

### Three questions your organization now has to answer

1. 01
When an agent says the work is done, who checks?
2. 02
What has to be true before a change reaches your customers?
3. 03
When an auditor, a client or your board asks what happened, what do you hand them?

## Who it's for: Built for the people who answer for what ships.

Three ways in, depending on whether you buy software delivery, deliver it for clients or already run agents on your own team.

- Growing companies
  **Unblock your roadmap**
Arkoria's engineers build your roadmap on your own codebase, at $85 a story (Managed Delivery). You approve each plan before anything is built, and you keep the documentation and the audit trail.
  [Scope a pilot](https://arkoria.ai/contact?interest=pilot)
- Systems integrators
**Deliver more per engineer. Improve your margin.**
Put your delivery teams on a governed platform instead of building your own agent orchestration. Your clients get an audit trail they can check, and your teams get through more work.
  [See partnership models](https://arkoria.ai/partners)
- Teams already running agents
  **Keep up with your agents.**
Your agents produce more than your people can review. Arkoria holds the process in place (approved specs, tests first, independent review, proof of merge), so you can stand behind what ships.

## The whole organization: It takes a whole organization to ship software. Arkoria works for all of it.

Arkoria changes how work moves between everyone who requests it, decides on it, builds it and answers for the result.

- Asking
**Say what you need, in your own words**
Founders, product and operations describe the need and get back a plan of small, testable stories to read and question.
- Deciding
**Approve the plan once, before any code exists**
Product owners and tech leads sign off on the scope and the plan. Changing either later takes a new approval, which is recorded too.
- Building
**Engineers set the rules agents build inside**
Your engineers' time goes to architecture, standards and judgment; agents build inside the rules they set.
- Answering for it
**Know what shipped, and what it cost**
Leaders, QA and compliance get the full history without anyone writing a report: who approved what, what each review found, and confirmation that the change reached your codebase.

## The first principles: No story, no code. No failing test, no code. Not on main, not done.

Four rules hold for every story, regardless of which agent writes the code.

- 01 · Decide
  **[No code without a yes](https://arkoria.ai/platform#consent)**
A person approves the story or the epic it belongs to. The decision is recorded under their name.
- 02 · Enforce
**[Rules an agent can't talk its way around](https://arkoria.ai/platform#enforcement)**
Unapproved code, code before its test, shipping without review: each attempt is refused on the spot.
- 03 · Review
**[A second opinion that can say no](https://arkoria.ai/platform#review)**
A separate reviewer, the Gate Keeper, starts with a clean slate, checks the work against your rules, and stops it on any critical finding.
- 04 · Prove
  **[Done means proven](https://arkoria.ai/platform#proof)**
Arkoria confirms the change reached the branch it was meant for, and every step goes into a record that can only be added to.

### What a refusal looks like.

Runtime enforcement · STORY-1042

1. DENIED Write code before a failing test — tests come first, and must fail first
2. DENIED Commit on a stale review — the review must match the code being committed
3. DENIED Push without ship review — shipping is a gate, not a default

[See the six things an agent cannot do](https://arkoria.ai/platform#enforcement)

## The governed lifecycle: Your people make five decisions. Agents do the rest.

People decide before the work starts and again when it is accepted. Between those two decisions, each step has to pass a check before the next can start, and every step is recorded.

Agents work on their own, and every step is recorded

1. Human
   **Request**
2. Human
   **Epic charter**
3. Human
   **Story spec and plan**
4. Enforced
   **Failing test first**
5. Agents
   **Implementation**
6. Independent
   **Independent review**
7. Platform
   **Ship, with proof it landed**
8. Human
   **Testing and acceptance**

The fifth human decision, **governance change**, closes the loop: a retrospective proposes fixes to the rules, and a person approves them before they take effect. [See the governed lifecycle, step by step.](https://arkoria.ai/platform#lifecycle)

## How we charge: Others charge for their cost. We charge for your value.

A delivery vendor bills you for hours. An AI tool bills you for seats, tokens or credits. Each of those measures what the work cost the supplier. Arkoria bills only for stories you approved, once they are delivered and verified. Bug stories are never billable. Stories cost $60 to $85 each.

[Why Arkoria](https://arkoria.ai/why-arkoria) [See pricing](https://arkoria.ai/pricing)

- Per hour measures the vendor's effort
- Per seat measures headcount
- Per token or credit measures model consumption
- Per generated line measures output volume
- Per approved story measures work you approved, delivered

## Where the principles come from: Built on practices engineering already trusts.

None of these practices is new. Arkoria makes them hold when agents do most of the work.

## Start small: Start with the project you keep putting off.

We'll scope a first piece of it as a Governed Pilot, built and shipped on your own codebase at a fixed price.

[Scope a pilot](https://arkoria.ai/contact) [See pricing](https://arkoria.ai/pricing)

- **Duration** — 4 weeks from requirements
- **Price** — $3,500 fixed, half on signature and half on delivery
- **Delivered** — One epic of up to 10 stories, shipped with every approval and review recorded
- **You keep** — The code, the documentation, the planning report, a backlog of small, testable stories and a governance report
- **Scope** — One workload, up to five users; cutover, migration and certification out of scope
- **If you stop** — Nothing to unwind, because your source, CI, database and dependencies were never modified
